The Proposed Amendment to the Constitution (PEC) 241 has caused much discussion among experts and laymen. Now scientists warn that the move could freeze the worst budget for science in the country in the past seven years.
Also known as PEC ceiling, the proposal aims to establish a limitation of the growth of public spending in accordance with the inflation rate. However, the freezing of funds may further worsen the situation of science, technology and innovation in Brazil, since the current spending can not even maintain the current research activities in progress.
“We will be parked in a situation that is bad,” says physicist Luiz Davidovich, president of the Brazilian Academy of Sciences. Currently, the federal budget for science in Brazil is R $ 4.6 billion, 40% lower than invested in 2013. For 2017, the forecast is $ 5.9 billion.
This money is for universities and research institutes working in very important projects, such as the investigation of zika virus, for example.
The text of the proposed constitutional amendment 241 was approved in a first vote in the House of Representatives early last week. Now, it still needs to go through a second vote in the House and two in the Senate. If approved, the new rule will be valid for ten years and may be extended for ten more.
